The City of Monrovia is committed to providing quality housing programs that enhance and strengthen our community. Our mission is to address the needs of low and moderate-income residents, improve and expand the City's housing stock, and encourage the physical and economic revitalization of the City's neighborhoods. Monrovia continues to strive to form effective partnerships to maximize social and economic opportunities to serve its residents.

Partnerships include the Los Angeles County Development Authority (LACDA) in administering the Community Development Block Grant (CDBG) program.

The intent of the City of Monrovia Residential Rehabilitation Program is to provide grants to eligible homeowners/occupants of single-family detached homes for the preservation of decent, safe, and sanitary housing; to correct hazardous conditions; to make improvements to eliminate blight and improve handicapped access, and to correct building and health code violations through the awarding of Community Development Block Grants (CDBG). All properties to be repaired must be single-family residential property and located within the City limits of the City of Monrovia.

A limited number of grants are available to single-family, owner-occupied residential properties on a first-come, first-served basis.

CDBG Residential Rehabilitation Program

Program Opens

  • The CDBG Residential Rehabilitation Program opens annually in mid-July for new applicants. Eligibility Intake Forms become available for new applicants to complete and ensure they meet minimum requirements prior to receiving an application. 

 

Program is closed for FY 24-25

Types of Improvements

  • Testing/treatment of lead-based paint and/or asbestos

  • Roof repairs/replacement

  • Repair, replacement of doors, windows, screens

  • Certain code corrections

  • Address number installations

  • Smoke detectors

  • Exterior weatherproofing

  • ADA rails and handicapped devices

  • Repair plaster, siding stucco

  • Elimination of specific conditions detrimental to public health and safety

Check Eligibility

  • The CDBG Residential Rehabilitation Program requires the following:

    • Owner-occupied 

    • Lives in the City of Monrovia boundaries

    • Meets HUD Income Guidelines
